Direktor was the name given to the head of Arkangel. Direktor was equivalent to the Mayor of London or Margravine of Anchorage (so it can be assumed that the his duties were similar to those positions). At the time of Predator's Gold the direktor was Direktor Masgard, the father of Piotr Masgard, who died at the hands of Hester Shaw.
