Manchester was a traction city that was introduced in A Darkling Plain. It was one of the biggest cities in the world, being an ally of the Traktionstadtsgesellschaft.

When Manchester's mayor Adlai Browne - an opposer of peace and a staunch municipal Darwinist - had taken over leadership of the Traktionstadtsgesellschaft, he ordered an invasion of the Storm's land.
It was only when all the other cities had made their advance against the Green Storm that Manchester advanced and then with the protection of the harvester suburbs Werwolf and Evercreech. It seemed that it would help the Tractionists win the war, but it was destroyed by ODIN along with the rest of the Traktionstadts.
