San Francisco is an ancient city that is very rarely mentioned, let alone seen (only once in the 2018 film), in the entire Mortal Engines Quartet and franchise. It was a key city on the Dead Continent (formerly U.S.A) that had a shot from MEDUSA fired on it, during the 21/22 century Sixty Minute War. The intention behind this is unknown, as the Americans, ironically, fired on their own city (perhaps it was a test shot, but poor-minded enough to make Katherine Valentine comment to Tom Natsworthy:

"How can a society so advanced, so scientific, be so stupid?"

By the time of the Traction Era, the area left behind after the shot was a lifeless wasteland, possibly with a nuclear crater in the former Bay Area (and of course, everywhere else across the destroyed U.S.A.). The old states of California and Oregon were encountered and spied on by a few airships, such as the Jenny Haniver when it was blown off course, but otherwise nothing else of the city remained after it utterly exploded. The memory of the city was also remembered, at least in name, by ODIN, as the conurbation San Angeles - possibly a merger of S.F. and Los Angeles (or further south, San Diego), but nothing else remained/is known after that mention.
